Eighteen months after communal violence in the Indian state of Gujarat left up to 2,000 people dead - mostly Muslims - the state government seems unable to provide justice for the victims. The Deputy Prime Minister, close to being implicated in the matter, declares: "It was a sad and unfortunate episode." No one has been prosecuted and justice is dribbling into the dust.
