We reveal new evidence of the widespread and systematic way in which Saddam Hussein’s regime was able to dodge UN sanctions to equip its army and salt away millions of dollars in secret Jordanian bank accounts. It was explained to us how every contract had to be approved by the vice-president, and he favoured countries of political importance to Iraq, and which had fewer qualms about paying Saddam’s levy.
