Ten years of Milosevic rule has led to serious mismanagement in Yugoslavia. In thousands of institutions since his fall witch-hunt's have taken place with all Milosevic-linked directors, regardless of capabilities, thrown out of their jobs. There is still enormous hardship due to sanctions. The rise of Kustunica has given reason for hope, but as we see, change will not come easily or quickly.
