Tens of thousands of refugees cross Europe's borders every year. But many of them have no legitimate claim to asylum - they are the ones vilified by politicians as economic migrants, seeking work, not shelter. But in Italy the situation is turned on its head. The government there looks to immigrants to fill the vacancies in its own workforce. And it is an approach that that may be spreading to other countries of the European Union.
